According to the military on the 17th, the Ministry of National Defense recently announced a legislative notice of amendments to the 'Enforcement Rules of the Organization of the Ministry of National Defense and Its Affiliated Agencies.' The main point of the amendment is to appoint the key position of the 'Director of the Personnel Planning and Management Division,' considered a key position in the Ministry of National Defense, to a general public official rather than an active-duty military officer,,,, and to establish a 'Military Personnel Operations Team' dedicated to personnel matters for ministerial-level officers. The new team leader will also be a public official. The Personnel Planning and Management Division is the department that oversees military personnel policy and planning, and until now, even general personnel appointments In particular, the head of the Personnel Planning and Management Division has mainly been a colonel from the Korea Military Academy graduates, and a significant number have been promoted to brigadier general through this position. The Ministry of National Defense proposed the amendment to change the appointment regulations for the Director of the Personnel Planning and Management Division from the previous Field Officer level to Deputy Director-General They changed the positions to general civil servants such as technical and senior officers, and additionally, the former Personnel Planning and Management Division removed general-level officers and transferred them to the Military Personnel Operations Team newly established under the Personnel Welfare Office. Inside and outside the military, there is an interpretation that this measure aligns with President Lee Jae-myung's policy of 'civilizing national defense.' ,,, President Lee has highlighted the need for civilian civilization of the military, noting that former Defense Minister Kim Yong-hyun (retired Lieutenant General), a graduate of the Korea Military Academy and a retired lieutenant general, mobilized units led by junior alumni to implement the '12·3 Emergency Martial Law.' It is in this context that Ahn Kyu-baek, a civilian, was appointed as the first Minister of National Defense.
