Newly issued license (left) and old license

According to the National Police Agency on the 30th, the requirements for license upgrades will be strengthened under the revised Road Traffic Act. Until now, if you obtained a Class 2 driver's license and met the 7-year accident-free requirement, you could obtain a Class 1 license with just an aptitude test. However, starting in 2016, you must prove actual driving experience. To obtain a Class 1 license, you must prove that you have actually driven for a certain period through objective documents such as a certificate of automobile insurance enrollment. This is the intention to correct the practice of upgrading based solely on a formal accident-free record. That's the intention. Isn't that how it should be??? There are quite a few cases where someone gets a Class 2 license but hasn't driven even once due to circumstances,,, but is promoted to a Class 1 license just because they have no accidents!! Management and penalties for drunk driving will also become even stricter, especially for habitual drunk drivers. A 'conditional license' system has been introduced, so if a person who has been caught driving drunk twice or more within the past five years and their license is revoked and reacquires a license, starting next October, they will be allowed to drive only if they have a drunk driving prevention device installed in their vehicle.  The disqualification period remains the same as before, which is two years. ,,,Why is it that the condition is set for more than two times??? If you catch it even once, your license will be revoked and you will be permanently banned from driving!! The drunk driving prevention device measures alcohol by blowing on the driver before starting the engine, and if alcohol is detected, the engine itself does not start, so the vehicle cannot be moved while drunk,,, The police believe this device is subtly effective in structurally preventing repeat drunk driving offenses, but ,,, others might be disabled, and the drunk driving prevention device could be modified,,, isn't this a one-sided belief??????
