When the government recommended not conducting pre-level tests to eliminate the 'four-year-old exam,' English academies for infants and young children have reportedly used irregular rules, making them take external exams and submit score reports, much like 'TOEIC,' or enroll students in academies just for the sake of academies. Parent A said, "I think it's too much for my child. Although the academy doesn't have its own pre-level test, they have to take a separate test conducted by an external private institution." He continued, "(For external exam results) you have to submit results taken within the last three months , and for speaking tests, if you can record and send them in videos, you should submit them. You also need to submit a report (evaluation) from the teacher at your current institution." The academy requested an exam that evaluates English reading comprehension, and the single exam fee is 46,000 won   . Based on these results, classes are assigned based on proficiency. The government took this measure in response to criticism that it encourages early private education by not conducting 'pre-level tests,' but it appears to be expanding to other areas. Recently, an English academy in Gangnam announced that instead of conducting level tests, only children attending a specific academy affiliated with an affiliate would have the opportunity to enroll. An English academy official said, "We do not plan to accept external students, and if additional enrollment is made, OOO enrolled students   Otherwise, admission is effectively impossible." The Ministry of Education said, "Even if the exam is conducted outside the academy, if it is a level test, it becomes subject to administrative guidance," but for now, it can only be given as a recommendation, not sanctions.
