Ahn's remarks are interpreted as the Chief Justice publicly refusing   to comply with the administration, citing legal grounds at the risk of conflict with the administration. In contrast, the prosecution leadership was unable to voice such a voice during the abolition of the prosecutors' office. Ahn also cited the vacancy in the leadership leading the organizational restructuring as a problem, saying, "Right now, there is no control tower,"   "The Criminal Procedure Act is not being amended but is almost at the level of enactment, and there is no leader to fulfill that role." It appears that the position was indirectly pointed out by former Minister of Justice Jeong Sung-ho, who led the abolition of the Prosecutors' Office and the establishment of the Central Investigation Agency and the establishment of the Prosecution Office, leaving the position of Minister of State in charge of the ministry vacant ahead of the closure in October.
