He also emphasized, "In the past, this culture may have been accepted as a custom, but the fact that such incidents have happened recently is a very serious problem," emphasizing the need to improve the internal culture within the public service sector. He then called on each ministry and institution to "manage internal organizations and workplaces..." Please review the culture as a whole," and urged, "Please take special care to ensure that such tragedies never happen again."
